Well the point of the physical is so that the doctors can get an evaluation of their current state. Medical records can be falsified and also may not tell you the person's current health. Not to mention some people may not have the same physiology that the doctors are used to. And, more importantly, they need to examine for any parasites that may have hitched a ride.
