Actually it doesn't. I have some friends who lose internet access and I don't know what happened until months later. So how are the mods going to know if that's happened instead of the person just losing interest?

You do have a point there but I really don't see how anything will fix that other than what we've got. Evaluating on a case by case basis if the hiatus has gone on for a long time with no communication from the player and if someone else has expressed interest would be better than making the whole activity check more stringent.
