That's not a bad idea, though that works best when the orders are plot relevant.

...though, if there was an advance mission list, it would be a lot easier to go "build us a death ray because we need it for this mission!" as opposed to "build us a death ray because you're bored and want something to do and maybe we'll need it someday, who knows."
