You reminded me of something I found out when I was a newbie, which is that for the most part, entering a department and the day-to-day stuff of being in a department is all handwaved, so entering an IC department isn't really the way to get CR I assumed it was.

I think that can depend a bit on the Department? Like, Medical is really good for getting CR with, but the other Departments not so much. Part of that is because there are people in Medical working on making opportunities and setting up logs in the Med Bay, etc, etc - so it's not impossible for other Departments? It just needs a few people to start pushing it.
Maybe all the other departments need Sudden Attack of the Furby logs :P
...Though in all seriousness, we can actually look at how Medical's doing things and apply that to the other Departments. I think my plot was what got things kicked off, but really it was the people who actually worked on making open logs in the Department that has made it so much more active. The plot just meant that people actually had an IC connection to build off of. So, perhaps little mini-events centered in the other Departments would help them.
To be honest, I've been wanting to do a Youth Services log forever, but I never, ever know who would take Hoshi's practical combat class since we don't have a sign-up post for that. So, I kind of feel a little awkward to have her mention it and not have any crew members to use as references of how well the Youth Services actually work.

Oh yeah, that's an issue too - I think for quite a few Departments, the Department Head's need to be more involved/active? Since it's really hard to do things in a Department when the Head isn't around. Like, I have Marco in Programming, but I still have no idea what I could even do with him there, since...there's been no IC signup, no IC open logs, or anything. I don't even know how the Department's creation became known at all, so really I have no idea how he actually ended up in it ICly. Which does make it tricky, because I'd like to do stuff with him involving Programming, but I just don't know anything about it's dynamics.
I think there was talk to do another department sign-up post a few weeks back, but it never was actually implemented. I do agree with you that the Department's Head needs to be more involved/active or give their position up to someone else who would be able to handle the IC/OOC duties.
Or, perhaps we have a little blurb of how the department was developed and why it helps the ship, kinda like we have on the wiki, but it's more thorough so no stone's left unturned.
Actually I think there was possible talk of doing ones for the non-Command/Council groups? You know, things like the Outsiders, Massage Club, etc etc. The Departments don't really need that much more in terms of OOC organisation, I think - what they need is some IC action.
