I think little events going on in the Department could be a big help - I used this example up in another thread somewhere, but the Furby log in the Med Bay was a really good example of just a fun log that gave people something to play around with and build some CR. So perhaps things like just general open logs of 'today, [insert event here] is happening in Engineering', and then people can just run with it.
