Obviously as far as the Daligig are concerned, Rhiow has to stay 'just a cat,' so someone needs to step in as acting chairperson in her absence. She won't be able to come to public Council meetings and she won't be able to be called on the carpet, as it were, like the rest of the Councilors will.

She can still be there for meetings in Zetta's place since it's a blind spot, but other than that she'll have to effectively vanish for the duration of this.
